He did good with the land reforms, and also during time of war, he was a very good leader for the time. The land reforms need to kick back in. If landlords have land dissipated around the state, this is a problem since productivity is lost, by travailing back and forth, so Mr Yahya's plan was quite exceptional.
That is fine, and I agree with you, it was unfortunate he had to adopt martial law. However, he was ruling over a land occupied many uneducated Pakistanis.
