What the heck. This is in G major. It's supposed to be in Gb why is this transposed down a key?

Y have two partitions of this Impromptu. A ancient edition Henry Litolff's Verlag, and a edition Choudens revised by Lucette Descaves, distinguished professor ( dead in 1993 ) at the Conservatoire National of Paris ...
This two partitions are in G major !
