@117starpower harpoon is a drop from the goblin army, defeating of which also spawns the goblin tinkerer. The gt can then be used to reforge weapons,tools and accessories. Although, in hardmode the harpoon is pretty useless IMHO. Killed it on my first harpoon try (after of course failing repeatedly XD) You should also check the terraria wiki, it's factually great :)

@117starpower Yeah, i wasted about half of my money reforging the harpoon (and other stuf) only to realize that they all became obsolete later :( , so it's really a big gamble whether or not it's actually useful. But it's certainly not necessary to progress IMO, just a way to spend money I suppose :P
