Naruto could have killed Sasuke but he wanted to try one last ditch effort move by proving Sasuke wrong when he told him he couldn't even scratch his headband. So instead of attacking or killing, he tried to prove him wrong one last time.... which to me was stupid. Naruto should have broken Sasuke's limbs and drug him back like he said he would.
