Why doesn't this movie have ANY music?? it's impossible to watch almost because of the lack of mood from the music. A soundtrack is trully one of the most important elements of filmmaking.
@LaSerpentaCanta According to the DVD commentary, the scene with Peter Lorre in this clip is supposed to be almost like a camera observing an animal's activities from afar (particularly the part where he's behind the bushes and we can't quick see him). So that's one reason why music isn't appropriate there.
M was originally intended to be entitled Murderers Among Us but Lang could not get access to any of the German film studios while his project carried that tentative title, because the Nazis interpreted it as referring to them.

it is very common in Film Noir movies the lack of music to make each silence or each sound more present.

The whistling is not Prokofiev's Peter and the Wolf, it's In the Hall of the Mountain King by Edvard Grieg.
