The Qing Emperors were located very far from Tibet, so their "grant" was more a formality. They sent ambans (representatives) to Lhasa, but the ambans couldn't dictate policy to the Tibetans. The Tibetans went along with the formality, but that didn't mean that they became a "part of China." That is a myth and a lie the PRC government keeps pushing. They attack the Dalai Lama because they know they are wrong and lying to the world.

What defined a nation was more language and culture. I read everything I could get my hands on at the Columbia libraries including PRC books in English. The conclusion I came to after looking at all these sources was that Tibet had been a free and independent land for most of its history.
