All it takes is a few pounds in the wrong place then it's a over $100 fine for being overweight. So no. Semi's properly loaded do not damage the roadway. Overweight semi's do. Believe it or not, burn outs grind away pavement. You may not be able to see it, but excessive burnouts over the course of a roads lifetime can wear it out prematurely forcing expensive repaving.
