The keys are 1) the relatively small difference in speed between the walkers and the vehicles; this wouldn't be possible if the scooters and cars were traveling 40mph/65kph, and 2) everyone there understands that's how it's done.
Still, one wonders how elderly or less-abled walkers manage.
Well the point is that, in here people never stop, they only avoid obstacles, so if you wait for them to stop to let you cross, you’ll never come to the other side of the road. The most important thing is that you mustn’t be scared, just cross at a low steady speed, then people will avoid you, and there’ll never be crash. Dun be scared, they will avoid you, everybody does.
