When Geroffery says 28K of memory, he's referring to RAM, which the Master System uses for caching no more than that amount from the 256K-worth of information from the game carts. Just remember that RAM is used on the system end for real-time data storage and ROM is used on the cartage end to store all the data that makes up a particular game.

That Sega master system was like the Sony Playstation 3 of the day..the most powerful system you could buy, but didn't have the greatest selection of games for it..lol
