You are correct in saying that different races generally have different structures.
However, there are skinny, intelligent black africans and bulky, dull whites.
It's about what the recent ancestors have been doing. Though I admit there is some genetic reason for this.
It's not about the colour of the skin, it's about the build of the race. Take the Pattan example for instance. Different average skin than the rest of the Pakistanis, but nearly an identical average build.
