Mankiw2000, the song is sung by someone that Shinkai-san refers to as Ms. Low. That is the only information given in the "Voices Of A Distant Star" DVD. I would guess that she is a friend of his whom he asked to sing the song because he created "Voices" on his own computer and didn't have access to professional singers. However, I doubt anyone else could have sung it so beautifully.

It was a metaphorical, symbolic, "leading off" ending. The whole point is for the audience to come up with their own conclusion to what happens...but it's all very bittersweet;_;

I much prefer the Makoto Shinkai's original ending then, though I understand he wrote the manga adaptation as well. That was for a slightly different audience, I would say. The emotions and the message of the story don't require that it have any different an ending than the OVA did. That said, Shinkai is my favorite person working in animation right now, and every film he's made is beautiful and touching. Here's looking forward to his next film, finally.
