I mean u gotta admit its interesting to hear what others think the person might be saying in the song. Like in 'Scrumdiddyumptious' i can hear the words "...Willy wonka makes sex the miracle of cream..." may not be intended that way, but thats whats so great about his music, it can make you hear and feel many different things.

To me, it sounds like "There is, there'll always."Opened by nonsense and followed by nonsense. Possibly meaning that there will always be insanity and supported by the movie that there is no true way to make sense of it except for to become insane yourself--getting high would become an example of this.
