This means that the residents of those states can make their preferences heard to their elected officials.. You live in a State that has made abortion illegal? You can go to one where it is.

You want it at the states' level because you don't like the federal/majority opinion. This is common with selfish persons. If you agree with the majority, you want the decision at the federal level. If not, you want it at the state level.
