Why would they not arrest and bring to trial any suspects? In times of panic it is hard to get people to agree on what they saw or heard. Interesting theory, though.
@SeanMBryans In cases where police have used undercover provocateurs, it is very common for their not to be prosecutions. In those cases, there is often lawbreaking on the part of the police, and they don't want their methods to become fully known. Hence, the whole thing is pinned on a patsy and shut down. As far as the "confused witnesses" theory, senses are fallible, so that's why you look for independent corroboration. There is certainly plenty of that here, as you have seen.

Although there may be explanations more specific to this particular situation, this type of event is useful generally as a social destabilizer by far-right elements trying to undermine democracy. By 1999, America was well on its way to dictatorship, but Columbine as a media event still had a part to play in unraveling the social fabric further, this time around public schools. its crazy to me how THIS MANY young ppl could be in on something and not get caught before hand! eric and dylan only yes i can understand how they kept it secret but this is crazy to me. i mean with this much evidence there must b a coverup but wow...those kids were good at keeping quite! oh and the fact that it hasnt officially come out afterwards is amazing! you would think one would have squealed!
@TheErica10410 There are many, many questions surrounding this case, both in the lead-up and the cover-up and probably a lot of parties who are dedicated to keeping it quiet whether they had anything to do with it or not, from the political interests who want to keep Littleton's image to the world one of a "clean, good place" to those who are satisfied with keeping silent about terrible things for similar but more personal reasons. Deadly secrets there can thrive.
@zepps88 What you look for is corroboration, and there is plenty of that, as well as the flat-out naming of other perps by many independent witnesses. Not every witness account is chock full of detail but there is enough overlap in the descriptions of attackers who could not have been Harris or Klebold overall that it's likely that others were involved. Also, eyewitness testimony is used all the time in court but somehow it's invalid here when it contradicts the official line so thoroughly?
