Let me give you a first hand account of how "stand down" works. After a hurricane we had debris. The people we hire regularly to remove trash and debris were ordered to stand down. These were the guys we pay. Then they paid by the load for their hires to pick up the big stuff. Of course these guys left a lot because every second they spent per load took money out of their pockets. Then they sent in the street sweeper machines which are not designed to pick up the big stuff that was left.etc
