Two, the steel parts are THICKER, and their shape makes them easier to pick-out amongst the rubble, the Titanium blades are just curved sheets of metal, far easier to lose sight of, or become buried under something.

I have interviews from one of the F-15 (not 16) pilots who took off from Nantucket, that alone proves you got your facts wrong.

Most were NOT off on some "training mission", 14 for the North-East is the standard, and has been since the Cold War ended, and we started to de-militarize and close Airbases down.
