The tradition started when they played it for the second time, at OSU vs. Michigan State in 1968, a 25-20 game that the Bucks led early 19-7. Every game since they've played it at the end of the 3rd quarter. Now it is such an amazing tradition that at NFL games in Cincinnati or Cleveland when they play Hang on Sloopy most of the fans do the "O-H-I-O" part that you see here.
