@smileycanada13 no its not. i live in Cali and my buddies who are 15 go every weekend. You just have to have a float tube waiver signed by your parents in order to go float tubing if you are under 18. If you are under 12 then you need a legal parent or gaurdian with you while you are float tubing
i went to Dicks sporting goods and got a real good pair for 15 bucks. I got the longer edition of the Aqua Lung Brand. Im not sure if this will work with waders, because i always just use shorts and bare feet. If you want to use waders make sure the flippers with fit your wading boots.
you should get some waders for lakes with cold water.
