Sure does apply to the US, not sure about germany.
It has to do with the use of old admiralty law in current and ex-british colonies. any country that uses admiralty law for statues, and is a common law juristiction, such as Australia, Canada, Great Britian, the US, etc, all use this trickery or words to enslave its people.
