She's just shy and not confident about WHATEVER she's showing, and she's telling him it's alright to reject it because of her self esteem issues. That's a sign of moe. It's cute to viewers. @Tohob Nope. The original story is from a light novel, then came the anime, then the manga. The official name for all of them is Ore no Imouto ga Konna ni Kawaii Wake ga Nai. Oreimo is a fan name for shortening purposes, it's done all the time. Akane Iro ni Somaru Saka becomes Akasaka, Papa no Iukoto wo Kikinasai becomes Papakiki, Bakemonotagari becomes Bake, etc.

The first one is like you described: a girl who is generally nice on the outside, but the presence of a love interest causes her to get violent.

There's also the inverse of that: a girl looks cold on the outside, but goes completely lovey-dovey once near a love interest.
