@pollyisagoodbird i edited in Adobe Audition 1.5 and used some of the filter and compressor features to make it sound like it was coming out of a small, cheap speaker. I don't think that comes standard with Audacity but you may be able to find some plug-ins that will do the job.
@saralavedure17 mostly for reasons of sanitation and space, though during hurricanes there are a few pet-friendly shelters available. I'm not sure if they'd do the same for an emergency such as this.
Nitpick: If this is localized to southern FL...then an EAN wouldn't be the way to go. EANs are for national emergencies. A Civil Emergency Message (CEM), Radiological Hazard Warning (RHW), or a Civil Danger Warning (CDW) would work best. Also, the interruption of programming would likely be requested by local police or government.
I live less than 50 miles away from Turkey Point. This would scare the shit out of me.

actualy Miami is safe from the plume contamination but food and water shouldn't be injested. The 10 mile radius is the worst area.
