Why is this practice so illusive in the public sector?

I'd love to know who the other senators were that also asked for a 3 day review of legislation so I can support them.
Though some senators were honorable enough to request this, I am OUTRAGED that only a dozen or so asked for it, EVERY SENATOR SHOULD BE SCREAMING FOR THIS !
Why would they not? Are they involved in betrayal or deceit?
