Most cars in big cities in France (Paris, Dijon, Marseilles, etc) have to park like this because they have nearly none multi storey car park. That's why most of them rely on public transport. It is not easy to find a parking space here, and to park it is a challenge. Drivers in France do like to horn/honk more than drivers in UK or Germany. I have only found 2-3 times parking space in Paris but at odd hours. At normal hours, it is nearly improssible to find one.
@2Roenick7 first i have to say that youre an idiot. secont thats how you park in paris if you bump another car like gently it wont leave a mark. so they are clever and par as close as possible so that maybe there will be enough place for one car at the end. if someone would but your car gently you wouldnt eaven know when you came back. and if all people in the world would park like this there wouldn't be so many parks that are parking lots and there wouldn't so man blocked sidewalks.
@jantr95 You have no actual experience of PAris... They don't "gently" bump the car. They bump it, then rev the engine and try to PUSH the car back (or front) to make space for theirs. And yes, it does leave marks. I have to pay to leave my car in parking lots because of that...
Now how would they get out of there?

Because French cars have the smallest turning radius ever, after the taxis of London of course.
