Even though there is no projectile the gun powder is still coming out the barrel at high velocity which can burn and penetrate the skin. The minimum safe distance of fire would be a few feet. But even a blank round when fired close enough for the barrel to tough the skin would do serious damage.

The point is, police are TRAINED in this matter. Have you ever seen a police officer gun down a man that wasn't posing a threat? Hardly. @MsCarrie123456 I no they were not blanks but to answer your question even a blank round when fired at point blank range to the temple or any other vital area could be fatal. Even though there is no projectile the gun powder is still coming out the barrel at high velocity which can burn and penetrate the skin. The minimum safe distance of fire would be a few feet. But even a blank round when fired close enough for the barrel to tough the skin would do serious damage.
