Instead of using a laser jammer, it would be more fun to set off an electromagnetic pulse that destroys the lidar and every other electronic device within several hundred yards. Then set up your car to have no electronics and install redundant, backup electrical systems in case any of the wiring fails.

Then when the cops use their lidar gun, bam, all the cars including the cop car go dead, except yours.

The trick is inventing an EMP device besides a nuclear weapon.

Sadly illegal in the UK. If the police get an error they stop the car and search it. You are prosecuted for attempting to pervert the course of justice. You go to court, then prison for 6months and pay a fine and towards the cost of prosecuting you! The manufacturer or seller is always prosecuted for conspiracy to pervert the course of justice.. all for doing the police out of a £60 fine! I would love a laser jammer, but don't fancy 6months locked away!!!

A couple of people have used a defence of "they open my garage doors as I approach home", so the police have gone to their address and inspected the garage to see if any device is fitted. It's annoying that I am not allowed to fit a permanently running or switched on laser device to block "by accident". We just need to think of some kind of fancy lights or something that would be legal to sell.
