no there is no tuning kit, the car is just a different version as many select cars are in the game

You find that near the tunnel entering central Alderney. If you are online, on Xbox or PS3 go there, or that area when you see another Sultan (regular) driving on the road. To get it you can be driving any car. But you have to be there when they are spawning.

just so you know, its a normal sultan w/ a hood vent/scoop, a wing, and a lip body kit. it performs the same as the base sultan, but looks cooler.

That's definatly my favorite car. Its really easy to get though. If you want a tutorial on getting this car (if you dont know how to get it Single player or multiplayer) ask me.

wrong, thats the sultan RS not the sultan with the tuning kit or body kit. You need to take a regular sultan to you house on alderny and drive around the vicinity and you will eventually see a blue sultan with body kit driving around. but its different for multiplayer.
