You might try taking out the tug part and then replace after she figures it out more. Just cut half off and it still plugs up the hole a little, but allows more kibble to come out. A couple of my clients dogs had to take this initial step.
She's been crazy about that thing since then. More treats helps a bit but she still hasn't quite figured it out. Her strategy: beat the crap out of it and then sniff around to see if anything fell out. It's cute... but so loud!

If you put her dinner in it, trust me, she'll figure it out. My dog eats her dinner out of it every night.

Put more treats in. That will be easier for her. She looks like she likes it to me! Funny video.
