Interesting thoughts. I sometimes make my own "music videos", which are just photos set to music. Purely for my own enjoyment and for my friends, never anything commercial. Recently I've tried to upload some, and YouTube blocked them, telling me I've violated copyrights because of some old 70s song that I put in the background. *sigh*

It is not the community that made YouTube big. It were actually the unauthorized uploads of copyrighted material. The community is only a side effect and we're not bringing other people over here. First the people find the copyrighted stuff and later they'll find us and will also start vlogging or being creative. We're responsible to get other people to join the community. If we fail then it is not the guilt of a company who's hosting this service for us completely free of charge.
People have just stopped making videos. That's what's happened. So few of the people I'm subscribed to still make vids. They just don't feel like they are part of a community anymore.
Then maybe you should subscribe to some new people. I agree YT is getting more and more money oriented, but most people have a period of enthusiasm for making videos and then slow down and many stop. It's not fair to blame YT for it, and we still have a free platform for our creativity.

It would include some content producer fees, & maybe limiting content uploads for those who don't subscribe to the fee service; but would be without user fees for viewing, commenting, just having an account, etc
So you don't charge the viewer, but you do generate funds from significant producers.
