I think you need at least two hits ( for example lp + lk) and then strong punch/kick. It depends, because some character's sp like Tooth and Cammy don't trigger it, but i think they're the only exception.

So how do you 'create' an fsd? Because I thought people didn't really know why fsd occurred.
