Capcom is clearly letting their characters lose a bit to diminish the underdog effect so people will actually get excited to see them fight. If you actually know anything about street fighter, you'd laugh at every trailer.

Let's say you owned Dragonballz and the street fighter team wanted to do a game with you. Now ryu can blow up a building at full power but Goku can blow up a planet effortlessly, so how can you do business to make the game more interesting? Power down one side, and power up the other. Mortal Kombat and Soul Calibur did that with Kratos.
