Ground Combos put you at a better field advantage. Air combos can do more damage but you'll be at less of an advantage, unless you use 25% of your heat. This combo is meter free.
Also the setup to this combo isn't important. It's how to land the 2c -> j.b -> j.c -> j.d -> b ice car on Bang. For every other character you can use 5c instead of 2c but for Bang you have to use 2c.
Keep in mind, the only time you should use this is after a 2d, 6d, or after an ex ice sword.
it's got decent damage but why wouldnt you just do an air combo in that situation? plus the odds of landing 6b are.... blech
