At 3:19, the video shows 2 different scenes, so if you are talking about the part when Clark and Chloe kiss, that was the last episode of the 1st season (Tempest), but they don't actually kiss. They get interrupted. If you are talking about where Lana is walking through the crowd of people, that is @ Lex's funeral in the 1st episode of the 3rd season (Exile).
the very last scene where Lana was on the horse talking to him just took the video to another level.........Love it!
