Even if they don't legalize it, PEOPLE WILL SMOKE IT ANYWAY. It is more fun because of the whole "it's a bad thing to do." We're teens. We're gonna rebel. That's how these things work. If you made it legal, use would go down to a constant use or none at all. When you legalize it, you take away the whole "Forbidden Fruit" aspect of it, and people quiet down.
