Despite his ridiculous obsession with surfing, Col. Kilgore is presented as a fully functional, even responsible, Army officer. That's what makes his character so memorable. A simple comical caricature of a soldier wouldn't have been this effective.

it's a good thing Robert Duvall won a Golden Globe and was nominated for an Academy Award for his role. Unfortunately the Oscar for Best Supporting Actor went to Melvyn Douglas for Being There. It's a pretty good role for Robert though.
