The Bo-Kaap was not assigned to the muslims during apartheit (which basically really only came into being in the 1960's) but to the slaves that came from Java and Malaka in the 17th Century.
So, I believe you are confusing 2 different events in history
1) Bo-Kaap was founded and settled by slaves during the 17th century
and
2) the apartheid government created the Group Areas Act of 1950, which segregated racial groups into certain areas, including assigning the Muslims to Bo-Kaap

So, I believe you are confusing 2 different events in history
