I'm afraid this is not his voice. They are sampling the voice of a guy named Larry Hancock from one song of his group, S.O.U.L., with the same title. And they have cut the second line of the lyrics "This time 'round we'll put our love on solid ground". In 2001 the d.j.'s presented themselves as musicians. Nowadays the musicians present themselves as d.j.'s. Great rhythm though and great remix, makes you want to dance.
