Oppai is closer to boobs, chichi is closer to titties, at least in the sense of the words. Anyone, feel free to correct me on that if I'm wrong.
I think where the confusion comes from is foreigners pronouncing the "a" at the beginniing of "kawaii" like the second and third "a" in "Canada," sort of an "uh" sound that doesn't exist in Japanese. Closest sound in Japanese is "o", so a sloppy "uh"-sounding "a" ends up sounding like "o" to a Japanese speaker.
Very much doubt the "chichi" story.. saying "gaijin" as much as possible doesnt earn you bonus points either.
