at the point the officer ran into the church to pursue him he was out of line. There are mutual regulations between law and state that restricts officers, bounty hunters, and federal agents from entering a church with the intent to arrest an individual. It's called the sanctuary act, that for lack of room to make a better explanation makes a church "home base". The only way this can be over ridden is if the individual is a danger to the others in the church, which I don't think the man was.

Seth, while this case does sound like a mentally ill pastor probably thought his 'frock' would save him from the consequences of his bad behaviour, America does seem to have a problem with abuses of police power. I've seen hundreds of youtube clips (all you need to do is search) where police use their tasers as punishment devices rather than control devices. In Australia we don't sign tickets, road tickets are automated but I've seen US police taze old ladies for refusing to sign!
