This is disgusting. What difference does obeying the speed limit make to drivers? They get to work or the shops two minutes later? Big boo-hoo. Trying to pin blame on child road deaths on irresponsible parents is completely indefensible.
Well this video is funny actually because 1. she shouldn't have been walking on the road in the first place, she should be using the pavement. and 2. it's not actually real, so therefore it IS funny!
@UmagaSucks in the uk once a pedestrian steps onto the road, from that first second they get off the kerb and onto the road they have rights over the driver

as for the parent, in primary 5 (like 9 or 10 years old) i was walking to school on my own with no parental supervision
The real question is why schools never taught road safety and why was there no lollipop ladies/men (crossing guards), Why didn't they driver stop and help!? he/she ran over the little girl.

I think the difference between 30 and 40 is slightly more than a couple of mph.
