The Batgirl character was in fact cerated by "Batman" creator Bob Kane and first appeared in a November, 1966 issue of "Detective Comics".
This presentation was probably filmed to convince ABC to allow the producers to "keep up" with the comic book and introduce Batgirl in the 1967/68 season.
BTW, Killer Moth was the villian in the comic-book story that introduced Batgirl, but never appeared in the series.
