Where I am from people are told clear away and to move along. That way pedestrians are less likely to possibly get injured. Look at where the tow truck is trying to pull over the bus at 1:30. If that cable were to snap and come flying back toward the truck there would be a bunch of people in for a world of hurt. Even look at 2:43...that cop was asking for the bus to drop on him. He should have placed the block in from the front.
