No, any metallurgist will tell you that's a myth. I'm pretty sure it's about 1.5 times stronger than steel per weight, but it is also less dense than steel so an equivalent strength piece of titanium will be bulkier than the piece of steel. Pretty sure that pure titanium is actually rather soft. But titanium alloys can get quite strong.
