Have you tried standing on the edge of their property and barking at their house? It works wonders, especially if you can do it for hours. I'm serious. Wanna get stupid with your barking animal that belongs in a forest? Let's get stupid then.

Suggest in a note that they buy a bark collar. They are very effective and cost less than $150. The dog is not at fault here but its owners.
take them to civil court. this is not going to go away by itself. dont be afraid of any hard feelings because its evident your neighbors dont care about yours. too nice of a neighborhood to be polluted with this noise
get some anit-freeze and poison the bastard or try baking chocolate. Its impossible to prove in court. Don't complain - that will get you nowhere and only draw attention to yourself. Remain a passive bystander until the job is done. Trust me.
