Epic....just EPIC cover art....I don't know whether those wanted posters are very old and outdate, meaning that Gogul and Benten are Cyber Policemen along with Sengoku here...

Or...

Gogul and Benten did their time, got released and became Cyber Criminals again. Which means Sengoku is still a Cop since he had the highest year sentence. Meaning, that Hasegawa sent him to hunt them both..
