Socialism is not "when the government takes over the ways and means of production." It's when the workers themselves control the means of production. In socialism, workers would divide the profits amongst themselves rather than have bosses pay them an hourly wage for their work. Read Marx.

My original comment was in response to government health care being socialist. It is not. Socialism is an economic system that opposes the capitalist economic system. The United States isn't "becoming socialist," because there isn't a working class ruling the country. If anything, it's just becoming more of a welfare state (which also includes Social Security and Medicare).
