RPM, is just a notation of how many revolutions in a minute the engine is turning. So tell me (regardless of displacement), which has more power? An engine with 300hp @ 2,000RPM and 900 lb/ft of torque? Or an engine that has 240hp @ 3500RPM and 400 lb/ft of torque? I'll give you a hint. The 240hp engine has a potential for higher speed. It's available force to maintain is a higher RPM (where high speed tends to keep it), but power (true brute force) goes to the 300hp.
Power has nothing, NOTHING to do with RPM. The only factor that RPM has to do with, is where the location of the power band lies. It's easy for someone to say that their 2.0L has lots of power, when it's in an 1800LB car. Realistically, power is the amount of work the engine can do. Nothing more, nothing less. Quick lesson. Torque = amount of force applied. Horsepower = force available to maintain the ability to do work. That's in a nutshell.......

There is whats is called a power band. that is the area where an engine makes most power. for example a typical desiel redlines at around 4,000. i could have a car that redlines at 12,000. what makes more. Well the desiel will probly make more, or the same amount of power. the power band depends mostly on the stroke, timing, and cam size, other smaller things can affect it also.

100T x 10000RPM / 5252 = 190HP
50T x 10000RPM /5252 = 95HP
700 x 4000RPM /5252 = 533HP
You need both RPM and TOURQE to really get any power!

A 10 liter engine in a pickup or say a 6 cyl Cummins in a Dodge ram for example produces more HP and more torque at much lower RPMs than an Evo. Not only that but the diesel doesnt have to spool up Nearly as much because it gets its power at much lower RPMs than the Evo that has to spool up MUCH more because its power is much higher in the rpm band. The evo faster? Yes more POWERFUL, NO.

@Rodrigox12 The 10l old truck engine got a million more torque then the 2l evo, and torque is as important if not more important in a engine then horsepower. When you put your foot down while driving then it's the torque that pushes you back into the seat and make you move forward, the horsepower makes you go fast

More rpm = (if power is sufficient) more speed.
f.e. take two engines of average HP, connect them to the same gearbox, on top gear, the one with more rpms has more speed.
But Power, is determinated by the kind of piston (flat head, curved), the head of the engine, the aspiration method, the Compression Ratio (mostly)

@Rodrigox12 Power in an engine is specified at a certain rpm, where it produces the most. I imagine the power curve of the evo 9 to be quite steep. Whereas the "10 litre truck engine" might have a more useable powerband. And it's not all about rpm.
If the truck engine has more than 200 hp between 1000 and 2000 rpm, that's a 100% speed increase at that power, meaning you can have longer gears.
The Evo 9 might have similar power between 6000 and 8000 rpm, which is not a large increase in speed.

Displacement brings torque, which is what makes a car go fast. Hell, I can build a Geo 1.0 engine to put out say 400 horsepower but hardly any torque. You need the ability to move things more than the ability to spin fast if you want the car to go fast. Speed is all in engine torque and gearing.

The max a 4cyl engine can reliably make is like.. 500 or 600. A v8 can make that easy naturally aspirated. Theres no replacement for displacement.
