What Russel is saying is that value judgments are subjective, and Ayn Rand denies this with regards to the value of "pursuing rational self interest", which she declares is objectively the highest moral value for everyone. The other part, about working for your own happiness is a tautology, but it is not at all obvious that the only path to happiness is rational self interest. For her, this is a rejection of altruism, yet many people find meaning in helping others without getting paid for it.
@Gnomefro Rand didn't think it was "obvious," either, so claiming she offered only a tautology doesn't pass the smell test. If every-one's judgement of value is purely subjective, no one here would be alive to make that assertion.
