Another night she woke up from a bad dream. No one could settle her down but when the dogs came in the settled down very quickly and went back to sleep.

Because babies lack object permanence, they think if they can't see their mum, then their mum does not exist, kinda, so they cry until they get what they want. If a kid ran up to you and bugged you for a lollipop and didn't stop until he got it, the right thing to do would make them go without. This is the exact same thing, they need to learn to go without, sometimes.
