I got stabbed by one out those guys, and Ezio survived it lol. but I seen 3, and killed 2 and got my money back from looting them. and the only one that got away was the one who stabbed me, the other 2 only pushed me lmao. that sneaky mother fucker...
I've never seen these guys yet an I've beaten the game and I've been wondering the streets for a while now and I've still haven't seen one. Do they only appear when your notoriety is full???

Saw one of these guys, chased after him on the roof tops, was about to hook him when an ottoman guard threw a bomb at me and killed him...I then went on a killing spree
i beat the game and collected every animus fragment, gotten almost every shop, and have all my assassin's maxed level. I HAVEN'T SEEN ONE TAX COLLECTOR.
i want to finish 100% when it comes to games....this achievement is the worst one yet. I've only seen the courier twice in the entire game and i'm contemplating giving up
I got same problem too, I think I figure out how to find him, cuz I watch youtube with many diff video for chasing couriers and then it hit me cuz almost 4 or 5 videos got templar full alert red meter, so I test it myself, I raise full alert meter and went to south port area where ppl start riot before and I ran around then he show up and got platinum today... I play game over 20 to 25 hrs I think and took me figure it out.... that suck -_-
every time i've seen them, it's usually the area around the hagia sophia.

STEP 1:get your awareness up. Step2: go to the riot place. Step3:roam around there for a while. *it worked for me in like3 minutes*
