Well the story behind this was that an OLD MAN's car stalled on the tracks and a good person pulled him out. The man running as you saw in the video was checking to see if anyone else was in the car. Apparently there was a tool box in the car and someone almost got hit with it. (I saw this on TruTV. Great story actually)

As unlikely as it seems, a car on the tracks does have a chance to derail a train, and that looked like a passenger train. Apart from breakdowns, people that get their cars hit at train crossings should have their driver's licenses permanently taken away along with any limbs or body parts they lose.

If you'll notice, at 9:41 on the cop's dash cam, the car gets hit by the 1st train. 35 seconds later at 9:41:35, the 2nd train comes by in the other direction w/ the loco in flames from taking the rest of the car away from the 1st train. You do the math.

His first job is to control his train to a safe stop and then report the incident. Humans are involved her and there is a definite element of fear and concern after you hit someone at a road crossing. Maybe it took him 15-20 seconds to radio in the accident.
